Frequency Shift Keying is a method of signaling over RF. It's used to activate devices remotely, like tornado / CD / evacuation sirens, etc. Used as an alternative to DTMF or two tone sequential technology.
Migration Vision:
• Truly interoperable P25 system
o Worcester wishes to maintain the option to procure from multiple vendors in the future without compromising basic system functionality
• Re-use of existing 800MHz frequencies
• Re-use, where feasible, of existing investments.
• Solid in-building coverage as a rule with BDA/DAS as a rare exception.
• High degree of redundancy at all system levels
• ISSI connections to FiRST & adjoining systems.
Timeline:
• RFP Released on April 7th, 2015
• Proposals due by June 22nd, 2015
• Oral Presentations (potential) week of July 6th, 2015.
• Recommendation to County Commissioners for action at first August meeting.
• Contract award / signing tentative in September, 2015
• System Acceptance by August 31, 2017.
• Full EDACS decommissioning by January 2018.

Nice to see them and Ocean City making the moves to update but I'll really miss hearing the EDACS system. To me it just sounds so much better than the Motorola and P25 systems do. So much clearer.
But if it's no longer going to be supported not much they can do about it.

Worcester County Commissioners today approved moving forward with Harris Corp for a proposed 6 site Phase 2 system after a competitive bid process.

Some interesting information from the "Packet" for the meeting today.
Goes through all the proposals for the contract for the new system.
One point I thought was interesting was on the PowerPoint for FiRST, how it talked about if they would choose FiRST then they would have to have a system for non public safety (DPW, etc.), which doesn't make sense since Kent has DPW talkgroups on FiRST.

Take a look at the public safety / homeland security requirements for use of 700MHz. The requirements are far more strict than traditional public safety spectrum.

Interesting to note the amount of reuse of existing equipment in the proposals - or in the case of Motorola, offering "demo" subscriber units... And the local vendor's offer doesn't even meet the specs of the RFP.

Expect to see the new system online within the year. Subscribers consisting of XG-15p, XG-25p, XG-75p, XL-200p, XG-25m, XG-75m and XG-100m with some legacy P5100, P7100 and P7200 radios remaining in some public service and cache capacities for some time. System acceptance will also require functional testing with the Motorola XTS5000, APX6000, APX6500, APX7000 and APX7500 as well as at least one mobile and portable from two other vendors.
A minimum of 2 channels of the EDACS system will remain online and be connected to the P25 system via migration gateway until such time that Ocean City and Somerset County transition to P25. Also expect to see interoperability channels including VCALL/VTACs and 8CALL/8TACs expanded during the project.

How would that work? Would they exclude two frequencies from the new P25 networks, and retain them for the existing EDACS?

Yes, the proposal accepted by the County Commissioners calls for an 8 frequency phase 2 capable system (yes some talk groups will have to be phase 1 as some of the above radios will only be phase 1).
8 freqs will allow for up to 14 talk paths which is a big increase over the 9 currently possible. Most users on the system are fire/EMS/law which will be phase 2.

Exactly. The new system will be 8 (rather than 10) channel simulcast (operating primarily phase 2 for 14 talkpaths). The remaining 2 channels will be used to continue to run EDACS and then repurposed for another so far not publicly disclosed use within the county.

I'm unfamiliar with EDACS tech. Do two EDACS frequency pairs provide two simultaneous talk paths?

Correct, it would provide 1 talkpath however additional channels could be provisioned back and forth remotely by placing those channels into our out of test partition.
