First things first, you are talking about two different bands.
NO ONE is authorized in the entire state of New York to operate on
160.9 . . .
The New York Transit Authority IS licensed for 160.875 and 160.905
on VHF high
As far as 471.0875 is concerned The New York Transit Authority IS licensed
for a repeater .
Your radio should transmit on 474.0875 and receive on 471.0875.
I know little about "T" band repeaters, but a 3 meg split may be common.
As far as PL or DCS, the FCC data base does not concern itself
with such things.
