I have a couple fleet maps that are marked as confidential, some with the HEX on them others without. the rationale for them being marked confidential is that often times the layout of the radio may help someone identify the pattern in which they talkgroups are laid out, making it easier for folks to identify the identity of their talkgroups and to fill in missing links... they may not want it known that TG "A', although encrypted, is Narcotics, TG "B", also ENC is Gang Task Force and TG "C", also ENC is Warrant Execution... I know many of us can use our thinkers and figure out the usage of the ENC TG's based on radio ID's, but it is a nice little added bit of security for them, which is typically completely countered by the one oblivious member of one of those divisions who neglects to put their radio into Closed mode when they use those TG's... Ideally, they should do the Hennepin County thing and have absolutely no cohesion or organization to their talkgroups...
