I have the scanner loaded with 3 scan lists from Radioreference.com. It appears to be scanning, and every now and then, I get white noise, but I never hear any actual voice traffic. What am I doing wrong?

Where are you, what agencies are you trying to listen to, do you get any of the weather frequencies, did you adjust squelch, how did you program the scanner (manually or with what programming software)? We need more information before we can start to help.

I am in Belleville, IL, just across the river from S. Louis. I am using PSR500 to program the scanner. I can get the weather frequencies.
I have 3 scan lists (all being scanned), one of which contains local hospital FM channels
Attached is what I currently have in the scanner. I realize that I'm new to this game, but you would think that I would have hit at least one of these :)

Please attach your PSREdit500 programming file so we can take a look at it. You will need to zip the file to be able to attach it. Click on Attach files and open the zipped file.

St. Clair is simulcast so that will be a problem once you program properly depending on where your at and the tower locations. Garbled audio, missed transmissions potentially.
Towers - STARCOM21 Statewide Illinois Site: St. Clair Co Simulcast

Looking at that text file, while its not a programming file, I can see you dont have any of the digital P25 system programmed, nor any talkgroups. You have all non digital(conventional) frequencies, so of course it wont work on 911 as is.

In PSREdit500 under Import, select Trunked Data. System to do is Starcom21, click Transmitter Site Selection tab, select,
St. Clair Simulcast
On the Talkgroup Selection tab, select all the St. Clair talkgroups you want. Click Import, under Scanlists click #4 since I see you used scanlists 1-3.

You can look at the entire Starcam21 system at STARCOM21 Statewide Illinois Trunking System, Statewide, Multi-State
Under Trunking objects tab, put in the control frequencies, 851.225, 851.5625, 852.1625 and set the system type for P25 Auto.
Then go down ~3/4 down at the link for St. Clair county, use the column under DEC for the talkgroup #'s.

I have been to Belleville many times and use a 396XT and it gets the simulcast there quite well.

The folder you save it in, the programming file will have a .bin file extension and is 66K file size. That's the file if you wanted to include on here, although there was enough in the text file that I could see what you have and have not-the 911 system.

Again you just need to in PSREdi500, Import Trunked data and do St. Clair simulcast and then talkgroups as mentioned above.

Where did you find this? I am on Radioreference, and cannot find anuthing like this. All I see is that MedStar is part of Starcom21

Evidently, something didn't import properly the first time. I went back and imported the MedStar data all by itself, removed everything from the radio, and just uploaded the MedStar data, and it works. Then, I imported the rest of the data, and uploaded it all to the radio, and everything seems to be working.

Hopefully, one more question:
I was able to import the MedStar data, and I get a chirp when someone keys a mich ( or something) but I never get any modulation. It chirps, and shows MedStar, but no voices. Do I have something set incorrectly?

SOME talkgroups/radios are using Phase II on the system, without seeing the system, nor knowing for sure, I'll suggest the possibility that is the issue.

Just something to think about, read the notes on the Starcom21 RR database page, Phase II radios may switch between P-1 and P-2, so sometimes it may work sometimes it may not. Might be a good time to start saving up for a Phase 2 scanner if Starcom21 is your interest.

I just received my new SDS100 scanner. Can you give me some help on getting my Favorites working on it?
