You forgot option #1. The repeater owner warns the offending radio owner to either turn off the noise, or use another repeater. Seems to work well around here.
I own a lot of amateur and GMRS repeaters. We use MDC and DOS on a few of them for identification, paging, and I use a console to send inhibit/enable commands to radios that I loan out that may not make their way back to me. We use DOS so the radios can mute the data bursts completely. I do find the MDC burst very annoying, hence why we use DOS. MODAT, in my opinion, is the most pleasing to the ears of all of the signalling protocols, but we don't use it here as there is no way for individual radios to decode the MODAT data. Plus, it was an identification protocol only and would not allow me to send inhibit commands to lost/stolen radios.

Again, the repeaters are for FM voice radio telephone.
First of all, hams are long-winded, so make that every 60 seconds at the least. Also personally, I wouldn’t get tired of it. These “rules” are a downward spiral. Now they tell you that you can’t use any digital ID systems, then soon they’ll say that you can’t talk about politics or other controversial topics on the repeater. I really think there really isn’t an argument against a quick chirp when I key up. Instead, it’s someone else’s opinion. Again, if you don’t like it, than go to another repeater or go to HF. I really don’t give a rip. Also, since when can someone report you to the FCC for using a freaking digital ID? But I guess there will always be the overreacting, old farts that will tell you to “turn that d*** thing off, or I’ll ban you from my repeater”. Fine, go ahead and ban me. As long as my license is current, I can talk on your repeater (you in the context of the hypothetical repeater owner). If someone decides to set up a repeater and open it up for public ham use, they should expect this and not be jerks about it. This is one reason why I didn’t get my license, and why I use it only a few times a week. But let’s look in the bright side: there are some hams who, despite what the other operators think, don’t care if you use a roger beep, DTMF ANI, MDC, MODAT, or anything else. THOSE owners just want people to have fun using their repeater, and to enjoy ham radio. This should not be a hobby of fear, and anxiety and the thought of getting caught using a digital ID.

Eh, a repeater owner can bar someone from using their repeater, the repeater is private property. My club as banned people from using the repeater for jamming and other harmful interference. However, nothing really prevents you from talking on the repeater output as long as you are smart about it.
