Desense

if you are trying to monitor the output of the repeater on a HT while transmitting on the mobile in very close proximity , the HT will be desensitized to the point that it will not receive .

didn't get a response when I tried to talk to the guys on the repeater. I turned my HT onto that freq and couldn't hear my TX; it was strange.
I hope you realize that if you are listening to 147.300 on a HT and transmitting on 147.900 at high power a few feet away you will desense the HT and it won't receive anything. You won't be able to hear yourself on the HT. Is that by any chance how you came to the conclusion that nobody can hear you on the repeater?

BINGO!

It only took 21 posts before someone said that...

I suggested he go to low power, to minimize receiver over load, many posts ago. Its a new radio and I think he just hasn't gotten used to it yet.

It's also very dependent on the equipment used. I've found public safety grade hand helds can often handle being in the same vehicle as a 100W mobile as long as a roof is between antenna and portable (which is using an internal antenna).

Ground strap is on the antenna mount to the frame grounded truck bed (paint removed at connection). I wasn't even sure i needed it but since I had a aluminum toolbox I did it anyway. The coax is good quality with soldered connections. I have great rx. I have a 2m base station at home where i know the antenna is less than 2:1; I'll take it out of the truck tonight and give it a shot from the shack. while it's out i'll check the coax in the truck, but I have no reason to suspect it's bad.

Most of the ones that I've seen or heard of using ground straps do it incorrectly. If needed I would ground the tool box to the truck bed and the truck bed to the frame and keep the ground straps as short as possible.

FWIW
I used a Wouxun HT to monitor and test my mobile radio while sitting in the vehicle with the HT. That's how I learned I had the settings wrong in my mobile radio at first. When I fixed it I could hear myself on the HT just fine. Although it is a possibility.

To be sure he could have someone put a phone in front of his base station speaker, drive a mile or so down the road and listen for his transmissions through his cellular phone. :)

The antenna on my patrol car is mounted to the trunk lid. I always keep my portable on but turned all the all the way down and can hear myself on the portable.

OP for what's worth I'm having the same issue with my new HT I just got. Just gotta figure out the correct setting like I did for the mobile I mentioned in my first reply. :)

Double check you settings again and make sure the correct CTCCS / DCS is set and activated. Look through the menu and see if there is another setting for "tone" or "T" and activate it. If it's already activated, deactivate it. also if it's a DCS, make sure it's the correct + / - .
