Worth a shot but you need to be very close to get a hit. May not work if they're using DMR though since there are well documented issues with close call & DMR simplex
Ok btw the 452.550 frequency has a very faint signal from my house. I can hear voices but they are very low. I'll try to keep listening

A few other conventional possibilities to try:
I found a lot of activity on your first link on those frequencies but am to far away from the campus to pick it up easily. Also on your third link those frequencies are fully encrypted but have much activity. I'll keep listening and see if I can confirm it.

I noticed in the rrdb for York county there is no listing for the conventional frequency 154.280. It's actively used for interops with Adams Lancaster and several Maryland counties for fire and EMS. Should I submit it?

So I've run into a unique situation. When I bought my scanner through scanner master it came with a conventional frequency 154.070. It has varying amounts of activity and uses many tones. It sounds like it is a fire dispatch of some sort. I'm not sure the location of it or where it is dispatched for. Does anyone happen to know where it is from?

My question for submitting it is how do I find out the license? Also the radios they were using looked generic like ones from Walmart so maybe they don't have a license?

That's FRS channel 8. Not going to be any license for that use....

This would be an FRS/GMRS frequency. I’d say chances are pretty good they are operating with the license-by-rule on FRS.
