On a pro 197 which way would I need to turn the squelch knob to have an open squelch or 0 squelch?

Open squelch is fully counterclockwise. Tight squelch is fully clockwise. you can verify that by pressing the WX button without an antenna on the scanner.

Will it be possible to still receive stuff from all this static?
If you're squelch is open that you hear noise; as long as the received signal is stronger than the background noise level you will receive a siganl.
Yeah but it won't scan other items in the bank when the station stops transmitting

Hold on a frequency without a PL tone. Turn squelch fully counterclockwise. You should hear noise. While there is no transmission, slowly turn up the squelch until the noise just disappears. That will give you the best sensitivity. If you turn up the squelch too far, you will not be able to receive weak signals.
