We have finally broken the 35MHz barrier in virginia I just heard CHP on 39.22 MHz giving a lookout for a weaving vehicle north of the #405 on my desktop scanner with a pair of rabbit ears hooked to it.

It depends if the July 30 2012 is the date you heard this now that im looking for events that happened on that day.

In anticipation of the presidential visit to Oakland on Monday, July 23, the Oakland Police Department (OPD) and the U.S. Secret Service are coordinating road closures for the event. President Obama is scheduled to make appearances and visit downtown Oakland Monday afternoon and evening.

OWS Riot Control? in Oakland,CA
Broadway is a Major street downtown and 175 Block is @ Broadway & 2nd st.
The Port of Oakland is about 4 to 5 blocks from that location.
Looking for dates that OWS tore up the city.

Right off the bat, listening to the first recording (39.4600/156.7) i noticed "(901 904)"
Oakland PD is the only PD in the Bay area i remember that uses 900 Codes "904" = 10-04
Santa Cruz Co S.O. uses 900 codes but i know that was Oakland, Oakland PD is or was on EDACS 800 mhz system but may have switched to a Motorola 800 mhz system so my question is OPD being crossbanded with CHP and to not have confusion settled on OPD 900 Codes instead of CHP 11-xx & 10-xx Codes.
Unless things have changed big time (25 years) since i was there last Lowband was only used by MPROSD,Santa Clara Co Park Rangers (1/2 Input 45 mhz, Output 151 mhz) EBRP 44,45 mhz, Marin Co SO 39 mhz,CHP and i know that all but CHP have got rid of Lowband.
Im real close to CHP Gray-2 Truckee Dispatch in High Sierras/Lake Tahoe and maybe if MUF is good you could hear Brockway Summit Repeater on 45.6000 Mhz/173.8 hz and by the way CHP Truckee just got licensed for the 39 mhz Interop channels, Alpine Co SO has the 39 mhz in there communications trailer annd CHP Gray-2 Mo to Mo in their Patrol vehicles (153.800 Primary ACSO) Blah Blah Blah.

The "901" and "904" are call signs based on what I gather from the recordings because he later says "10-4" which Oakland doesn't use.

This is most likely CHP because Oakland doesn't use low band at all either.

I just listened to the rest of the recordings and i hear 1/2 P-25 Digital converted to Analog and the other 1/2 straight analog. Im convinced that its OPD and CHP Crossbanded.
That is happening here in NV also but it VHF High crossbanded with 800 mhz and coming soon TCIP linked to any system statewide and there are several, but no lowband anymore or uhf used, all VHF High and 800 mhz Opensky,Edacs,Motorola Trunked in Southern NV.
All i know now is i will never go to Oakland again as long as i live, after living up here in the high desert/high sierras of NV you couldnt drag me down the 200 miles to crime city lol. When i left that area OPD was on about 3 Highband frqs two repeaters and a simplex channel and every other word heard was "904". I forgot SFPD has some 900 codes the last time i heard them on Lowband Duh! KMA438 "Northern 3 to Headquarters" I loved listening to SFPD on Lowband 1,2,3,4,& 5 in the 70's until they got their 800 mhz system i could hear them up here 200 miles away on lowband using an old Tandy/radio Shack 1/4 wave cb antenna. The Dirty Harry movies have the oringinal SFPD radio in background its unmistaken, the rookies police series had SFPD in background too. KMA438 Taravelle 6 to HQ can be heard on Magnum Force?

Right at dusk my time (Mountain Time Zone) & using a vertically-polarized 25-88MHz rotatable log-periodic antenna pointed West, I stop hearing all the East Coast & Spanish stuff, and start hearing Asian languages (Japanese, Mandarin, Cantonese & a few more I haven't ID'ed) booming in on a variety of frequencies (so far, when 30-35MHz has been skipping).

Interesting thing is that unlike much of the East Coast & mexican skip I get, so far none of these Asian language transmissions have had CTCSS or DCS.

Anyone else hearing these guys? It's easy to assume the skip is coming from Japan, China, etc. but perhaps it's more likely I'm hearing fishing fleets in the Pacific.
