The 196.6 is probably a false off of one of the paging tones. King William does have a 64 running through it with mile markers/exits in the 200 range, so I'm fairly sure that's what you heard. In fact, I'm sure of it, as what you heard was "New Kent", and New Kent is a border county to King William, so it was undoubtedly a mutual aid call. They are a bit of a powerhouse, and one of the "standards" I determine propagation status by here in SoCal. Washington County, MD and Warren, PA are the other two "gold standards" for me.

Also, do not forget Guadeloupe. But this is a small island in the carbibbean...so Low Band...nah?

I suspect that some or many Low Band catches in French (except around 35MHz and around 39,5MHz) originate out of southern America.
Also, do not forget Guadeloupe. But this is a small island in the carbibbean...so Low Band...nah?

French Guiana is well suited for Low Band...population density is extemely low and cellular coverage sparse:

Thus, maybe more TEP than F2? Not sure? It TEP as "smeared" as F2?

I also wonder if there is some Dutch coming out of Suriname.

But this one...I suspect French Guiana or the Amapa Region.
