I've heard some strange stuff above and below the 'legal 40, but nothing like this.
Sort of reminds me of the nonsense heard on 27.225 MHz (people around Richmond know what I'm talking about).
I'll keep an ear on that frequency and post if I hear anything, but as others have said, 26-28 MHz is pretty much the Wild West of the radio world. Yeah, there are government/military stations in that spectrum block, but they're few and far between. Next time the band is open, tune 27.640 - 27.660. There's beacons there as well, which I'm pretty sure aren't just somebody screwing around with an export radio.
