The timing makes it appear to be a "political hot potato" issue, and suspect it's more to hurt Lori Lightfoot then a genuine concern for public knowledge.

"How many arrests have been made where a criminal was utilizing a scanner (not a phone app), and committing a crime? "Oh, I'll have to research that and get back to you"...

. Which we all know what that means...none!
