Any idea if Uniden if coming out with an upgraded portable to replace the SDS100?

I think you have that backwards.

There is no California law that prevents agencies from using encryption. In fact, CADOJ has a requirement that all PII/CJI be protected in all forms and at all times. Many agencies are achieving that by using encryption.
The statewide CRIS system uses a lot of encryption. We use encryption. Many agencies use encryption in the state.

There have been a few failed attempts by some to reduce the usage of encryption, but none of those bills passed, and even if they had, none of them prevented the use of encryption. They also had gaping holes in them that you could have driven a bus through.

I guess Orange County didn't get the memo about encryption, since all county law and fire are encrypted and once CHP joins CRIS, they to will go silent.

I would really like to see this law in the state that bans encryption.

Yep, that is the bill from 2021-2022. It was never enacted. Too many intelligent people saw that it was a poorly written bill that didn't do anything to stop encryption.

It died on November 30, 2022 with no action. Never became law. "Inactive Bill - Died":

Again, there is no law that prevents the use of encryption in California.

I think LEO should be encrypted. I know that will mess up my monitoring pastime. Even back in the late 80s I had encryption on my prep (HT), and for good reason. Operational Security is so very important for the safety and success of our Officers. I do not accept the argument that the police need to be monitored real time by the general public.

While I agree with the possible need in situations where safety or security is needed, but that is not all the time. The public can be helpful by hearing something and then seeing something that might be helpful and communicating it to the proper authorities. This has happened many times in my county that I have heard. It just happened recently with someone hearing about an impaired driver reported and then the sheriffs office could not find but someone else phone called in and reported the vehicle in a parking lot.
The one argument that I have and have never heard a valid defense against is that we pay in our taxes for these services and have the right to hear what they are doing if it does not jeopardize safety. Transparency is very important in all government agencies again done safely.
