Depends on the scanner, there is programming software for many of the current scanners, but each one is for certain scanners.

Your getting closer to getting help, but whistler has a number of scanners and it depends on which one. Try the Whistler Download Site, if not there share the model.
OP is talking about programming it with a PC/IF cable. That probably means scanner is a WS1040 or WS1065. If that is the case, he can use Butel ARC500 or PSREdit500 software to download from the database. ARC500 Basic is all you need to program the scanner. The Pro version provides logging. The Fargo site on the trunked system is simulcast which may cause missed transmissions and garbled audio depending upon your location. Cass County uses the Minnesota ARMER system: https://www.radioreference.com/db/sid/3508?siteSort=county#sites

Lots of software out there that will upload/download freq. data to/from scanners. But...what do you mean by 'automatically'??

I have the WS1040 and I use ARC500 Pro by Butel. You can then use that to import from Radioreference with subscription. Yes, it's a lot easier than doing it by hand.

The Whistler WS-1040 is a rebadged Radioshack PRO-106 which is based on the GRE PSR-500.

I prefer Win500 but the author is awol. Software still works fine though up to the trial limit.
