I found out that the issue with ProScan is that it's not really possible to record scanner audio from my scanner to a laptop. This is because all HP laptops have a combined headphone jack/mic with no settings to change its use. Unlike other laptop brands I've used, these use their own HP audio console, which doesn't allow you to change the input. That was the difficulty I was having when trying to record with proscan. Now that I have found I can connect my 996 to a desktop while using the audio input jack on the back, I never had this issue again.

Is there some way to mitigate this in the future without having to purchase another (non-HP) laptop so I can use ProScan on the go?

You can use a plug-in sound adapter. Here's one example:
