BCD996 Display Question

I have two questions regarding indicators on the 996's display. I sometimes hear my local state police on a conv channel and the display flashes "LNK" and then "ENC" in the lower right hand corner. The problem is sometimes the signal is strong enough and it comes in clear (as clear as digital can be) and the LNK ENC disappears. It would seem that if the digital signal is weak, then the scanner thinks it is an encrypted signal ? Anyone know what this indicator means ? Also, what does the DSPK indicator mean when monitoring a conventional system ? I can't find reference to either of these indicators in the manual.

DSKP is Data Skip
LNK is a channel that shares voice and data
ENC is encrypted

And it does seem that weak signals will fool the scanner into acting as if the signal is encrypted.
