Putting encryption on FD channels is overkill,
That use to be the common thinking. Apparently, Brevard is another special use case along that line thinking, as indicated by the Brevard County P25 and EDACS Trunked Systems database update info, in regards to the implied county director email.

As of today, there seems to not be much consistency in what is clear and what is encrypted on the P25 side of the system. Cocoa PD (TG1425) is active this morning - in the clear.
Has anyone spent the time to cross-check P25 vs. EDACS to see what is still being carried on both/either-or system? --- The EDACS side seems to be 'less busy' these days.
For the record, I have not seen anything from the County that discusses FireCom encryption directly. I suspect, without any evidence, that Brevard Fire Dispatch may remain in the clear - I say this because of the current radios that are in the medical helicopters...... as we all know, replacing those is not a cheap endeavor - likely $50k++ per aircraft.

LE encryption is nothing new in Florida. Public Safety radio systems in Orange, Lake, Martin, Nassau, St. Johns, Osceola, Duval, Tallahassee, etc. etc. etc. have all gone encrypted over the last 5-10 years. Please keep your comments in the forum ON TOPIC without trying to deep dive the 'why' or 'the public has to know', etc. Use your time to write or engage your local government(s) - that is the only method that could possibly be constructive. Complaining here is akin to 'preaching to the choir'.

There are some P25 TG's that are fully encrypted on the P25 system that are still being heard on the EDACS system. My guess is that won't last much longer. I've only seen the individual city fire departments encrypted (which is all of them) on the BCFR P25 TG's and haven't noticed any of the actual BCFR units encrypted yet. I was hearing CPD Dispatch in the clear up until 2 days ago. Could be waiting for more funding or waiting for updated/new radios to be issued.
Seems that they can all inter-communicate with each on the P25 system, whether encrypted or not Which as mentioned by elroyjetson early on, means that the radios all have the key(s) already loaded. So funding or awaiting updated/upgraded radios may not have any berring and it's some other temporary reason at this particular point in the process.
Between Unitrunker on the EDACS and SDRTrunk on the P25, here is what I have seen lately (minus a few like SCAT buses that I have locked out)

BCSO and BCFR are now silent on the EDACS system, and as has been the case every time I've seen it happen so far, when they leave the EDACS system, all traffic on the P25 system goes encrypted.
That's the end for BCSO, BCFR, Melbourne PD, the beachside communities, most of my listening. Cocoa is still listenable, don't know about Rockledge, Titusville, or Palm Bay but I THINK Palm Bay transitioned already.
The county director needs to be replaced. No way that encryption should be standard.
Don't you just love the thinking? They're in a mad rush to get an interoperable system to make interagency communications easy, and as soon as it's running they ENCRYPT everything, making it harder to achieve interoperability.
Routine traffic should remain in the clear. Encryption has its place but that should be to protect personal sensitive data and critical tactical information that matters NOW.
I'm also not seeing a need for Phase 2. Phase 1 systems have better audio from what I've heard so far.
I regularly monitor most Central FL Phase 1 systems in my work adventures. Most at least have fire-rescue in the clear, some like Seminole and Polk Counties have LE traffic in the clear. They're not having any problems.

BCFR being encrypted from north to south.Seeing encrypted BCFR units on bith Disp 1 and Disp 2.Will probably be complete with encrypting Disp 3 and Disp 4 by the end of the week. Apparently, just running a little late from the supposed 9/15/25 deadline.
They usually resign once they find a county that will pay significantly more. Phase 1 systems aren't being offered anymore. Phase 2 is the latest and greatest (even though it's now 25+ yrs. old) and is currently the most profitable, until LTE is the forced APCO standard.
Increased ear fatigue, as a result of the less intelligible and volume shifting audio, will be the end result. Many are probably seriously second guessing the continued use of those earwigs at this point. You sure couldn't pay me enough to have that piped into my ear canals 12 hrs. a day!
I wouldn't doubt that more calls go out over MDT just to avoid as much voice traffic as possible.
