Cannot Connect programming software to RR

Hello, I have a Uniden BCD996XT and I am currently trying to program in some analog and trunked systems. I have been able to connect and write and read from the scanner. I have paid for the RR premium, but I am unable to get any programming software to connect to Radio Reference. I have tried both versions of freescan (2.18-beat6 and 2.19) and ProScan. I have tried using a vpn, phone hotspot, running the software as administrator, using three different computers, using my RR username (not email), and have run out of things to check. Any help on this would be greatly appreciated.

No I am the administrator lol it's a personal PC. I do however feel the issue lies within the straight talk Hotspot tho because even tho I can load up my internet homepage it won't go anywhere just circles the block until it times out.
I will be taking my laptop somewhere like the library or such soon and connecting and see how it goes.
I can sign in and out of rr on my phone just fine download csv files ect.
Just not on desktop.

You may not have joy at a library if they have any sort of firewall in place on their network. Still worth a shot anyhow

So, today I took my laptop to another wifi source and walla no problem.
Just thought I'd touch base and let you know.
