Is there a sheet that says what channels are for what areas or you just know ?
I also need to find out which channels San Fernando and Santa Monica are on...

For LAPD, here are current maps of all their divisions, and here are their dispatch and tactical frequencies.

LAFD's frequencies are listed here.

You can find the frequencies for almost every agency in L.A. County here in the RR database, at Los Angeles County, California (CA) Scanner Frequencies and Radio Frequency Reference FYI, San Fernando and Santa Monica both have their own police departments, but fire protection for San Fernando is provided by LAFD on the LAFD Valley frequencies. LAFD also dispatches for Santa Monica Fire on the LAFD metro area frequencies.

Santa Monica PD is encrypted, so you won't be able to understand their transmissions

We will see, its not illegal to have it receive only.

A bit of advice, don't think you know more than the people who have been in the hobby for a many years. You are obviously new to this hobby. Misconceived notions such as you stated above can get you into some trouble. There are thousands of very knowledgeable people on Radio Reference website, many of whom work or have worked in public safety and many who are or have worked in the communications industry. I would suggest that you do some reading up on the legal aspects of receiving radio communications. In this effort Google is your friend.

Encryption is illegal to receive and so is any type of scrambled communication using radio frequency energy (RF). This is the law as listed in the Electronic Communications Privacy Act. Do a search on the RR site using the keyword "encryption" and you will find dozens of threads discussing this issue. While some scrambled communications may take a great deal of effort and/or large quantities of money to actually hear, encrypted communication is not one of those. It is pretty much impossible for a number of reasons. Read through some of the threads found as a result of the search I've suggested hear.

There are 88 incorporated cities in Los Angeles County as well as a lot of land outside those corporation boundaries. Many of these cities have their own police and fire departments with many contracting out one or both of these functions, generally with L.A. County. This makes it a bit confusing when trying to determine frequency use in any given area in the county.

A very good book that can help decipher the situation is published by Scannerstuff and titled "Southern California Frequency Directory." Frequencies for all the departments of a given city are listed and if a city contracts a service with L.A. County or an adjacent city, reference material is included to help you find the frequencies you need.

You should be aware that the City of Los Angeles is divided into many neighborhoods or communities which are not incorporated, but are part of the incorporated area of the City of L.A. These are shown on maps and in various publications, including the city's own website. Some of the well known ones are North Hollywood, Van Nuys, Westchester, Topanga, Chatsworth, Northridge, Boyle Heights and Venice. Then there are unincorporated areas of L.A. County with similar community or neighborhood names such as Marina Del Rey, Ladera Heights, La Crescenta, Hacienda Heights and Altadena. There are some small patches very isolated from other unincorporated areas with no names. Some of these areas, with or without such names, have now incorporated. Malibu and West Hollywood come to mind, but in these examples most services are provided by L.A. County under a contract issued by these two cities.

Trying to figure out who has jurisdiction for what is an amazing challenge in L.A. County as well as in the other 7 southern California counties. There is a myriad of mutual aid agreements which aid first responders so that jurisdictional confusion does not delay emergency responses, in theory at least. There are some intersections in southern California where an accident may occur with vehicles coming to rest in two different cities and the county as well.

You can then mix in land ownerships as well, with city parks, regional parks, two state conservancy districts, state parks, National Forests, and National Parks lands.

Yup, it's pretty hard to sort out, but I find it fascinating. Of course I moved away from there 36 years ago to small, isolated counties where there is very little confusion!

Hey, what happened to the edit function on posts? I made a glaring verb tense error on my last post and can't find a way to correct it.

Funny, I tried to edit it right after I posted it. My previous post still has the edit button on it, but the one previous to that one does not. Mysterious things happen in cyberworld.

as a newb, this will be an obviously naive question...but here goes:

is there any way i can listen to a specific channel online? i'm particularly interested in hearing Topanga/West Valley/Devonshire.

You can't get an answer without asking the question, so it's not at all naive. But unfortunately, no, there is no feed specifically for the three divisions that cover parts of Canoga Park.

If you look at the scanner feed list for L.A. County - http://www.radioreference.com/apps/audio/?ctid=201 - you'll notice that, surprisingly, there are only two LAPD-specific feeds, one for Olympic and Wilshire divisions, and one "citywide" feed that scans all 25 divisions/areas plus the Emergency "Air/K9" channel. On that one your odds of picking up a Canoga Park call are theoretically about 3 out of 25, and that's if the scanner happens to be on one of the 3 divisions at the exact moment a call there is being broadcast.
