All the IDs you have under Barkhamsted with 54xxx are not Barkhamsted radios. Most likely uasi radios.
I'll ask my buddy, he's pretty involved with the fire dept there, he can probably get me the list.

Not sure how they assign the IDs that don't conform with the numbering system. Stamford FD has a bunch of IDs using 10XXX

Those are the original Stamford system IDs, I am guessing that they either slipped through the cracks when the system was integrated and the IDs were unused so it didn't hurt anything. But a more plausible explanation may be that they were just intentionally overlooked if the equipment was EOL and slated for replacement. They may have left them on the old ID to reserve the blocks of 135XXXX numbers for the replacement equipment. If I remember correctly, they are still using a bunch of XTL/S equipment as spare and not yet updated subs.

Just did another update....Water Police, State's Attorneys and Department of Health have a bunch of new radios added.

Middlesex county is coming along did Haddam and East Haddam yesterday.
Corrective criticism on accuracy is, as always, welcome and appreciated. I've gotten a lot of fantastic feedback that has helped me improve greatly on my entries. Thanks in advance!

Just completed a somewhat sizable update, including adding radios for the towns of Ledyard, Coventry, Ashford, Ellington, Beacon Falls, Bethel, Stamford, Marlborough, Barkhamsted, Rocky Hill, Middletown, Killingly, Montville, and Plainfield, as well as county and area wide services for Litchfield, Windham, New Haven, and Tolland counties, along with CT National Guard, Metropolitan Transit Authority, and DEMHS regions 1-5.

I'm programming a BCD996P2 and are able to get the Waterford Trunked System working flawlessly (all channels are control channels), but cannot seem to get any of the CLMRN channels to work. I'm using Proscan and importing directly from Radio Reference.

I have heard rumblings about the BCDs not being so great unless you're right on top of the site, however I'm an SDR guy so will let the guys with the SDS-100s weigh in here :)

So you've tried 773.13125, 773.93125, 852.625, and 853.3375 to no avail, I presume.

What is your general listening area?

If you're in Waterford, the closest Troop E site repeater is at the Groton Police Department, marked in red below, with the blue markers indicating all of Waterford's repeaters, which all seem a decent distance from the CLMRN repeater.

I recently ran into a similar issue whereas I live within a mile of the closest Troop B repeater and usually have to dial my gain way back to attenuate the signal, I thought for sure with a repeater in Torrington, one town over from me, would be close enough to pull in a signal from Troop L, but upon scanning all the control channels I found nothing but static, not even a weak signal. I was bummed because I thought I was going to get access to Troop A.

This may be more in tune with what you're experiencing, considering the fact that Waterford is Phase 1 and CLMRN is Phase 2:

Simulcast is a pain , my 996P2 doesn’t do CLMRN well at all. As stated Waterford for the time being is phase 1 but will be moving to the state system soon as well. Sounds like it’s time for a new scanner , I personally love my Unication G4.

When the state was still on Phase I (20 or so years ago) I had the BCD296D and it was a decent radio, I was actually entertaining getting a 996P2 a year or so ago, glad I didn't...I'd have been furious...a product with "P2" in its name has one job: work with Phase II systems.

From what I understand the first batch of 996P2 worked well with CLMRN but something changed in the manufacturing process and the new ones don't work for ****.
