DELL 16 Plus laptop/NESDR SMATREE Dongle
UGREEN 4 USB Multiple Ports USB HUBS
The nooelec dongle keep disconnection from the computer, is there a fix for this, if I touch the computer or move anything it disconnects, it's not a bad USB hub. I deleted the driver and reinstalled did not fix,

Sounds like a bad mechanical / physical connection. Either the dongle plug dimensions are out of spec, or the hub socket connectors are out of spec. Tape might be helpful.

I have other things connected to the hub and they don't lose their connection just the dongle does

The dongle plug is not making a secure connection to the hub, evidenced by your statement that when you move it, it loses its connection / stops working. The Dell XPS *might* have tolerances or a spring force that makes up for the differences. One way to fixed this is by using tape that secures the dongle to the hub to prevent it from moving.
