I notice that those comments were from a March 2020 meeting so was wondering if that June 30 date is still holding.

Those comments were from the agenda for a board meeting dated June 19, 2020 (i.e. yesterday)

Those comments were from the board meeting March 6, 2020. The meeting you refer to (June 19) had an item to approved the minutes of March 6th, which were enclosed in the packet. A lot can happen in 3 months, so curious to know if June 30th is still the day that those with Phase 1 scanners will lose EBRCS.

Ah, OK. I just did Control-F and typed "TDMA" to find that statement :) Yeah, a lot of plans have changed in the last three months in particular. I guess we need to appoint someone to attend these meetings!

This will be a rude awakening to those East Bay enthusiasts that aren't up on the news! Guaranteed that we will see posts such as "What happened to Hayward PD? I can't get them anymore" etc :)

Vallejo PD dispatch is being patched to TG 7955 with a radio ID of 4355374. Been hearing testing on the channel for a few months now but in the last week dispatch has been patched. I noted RIDs of 401500x which will probably be the dispatch consoles and RIDs of 4355xxx will likely be field units. I also noted the same RIDs on TG's 6505 being tested. Was Vallejo FD supposed to join as well. EBRCS channels that start with a 6 belong to fire. TG's that start with 7 belong to Law. Most channels that end with a xx05 or xx55 are dispatch channels. In addition TG 7961 also showed up with RIDs of 4355xxx but the channel is ENC.

I thought the last fly on the wall debrief was that the conclusion was made that moving to phase 2 wasnt really needed as the system was built with such a spectacular and robust build out from the start, thier are black holes but those effect even cellular traffic and they would remain regardless. And that the system capacity was not even close to the grey area saturation point, which is really the only reason to move on to phase 2.

Seems like the new radios hit the streets in the past 24 hours. Lot of new RIDs in the 4355xxx range. Their VHF analog channel now has digital sounding audio. A few still had old radios. Noticed a few units asking for radio checks. Might be a few dead spots without coverage in their city. Dispatch still has a RID of 4355374.

Heard some encrypted traffic this morning on 7956. Fire is still on analog, with no TG active on EBRCS yet. I'm also still hearing traffic on 155.970 (Vallejo PD 2) with no corresponding EBRCS TG. However, most if not all of it seems to be bleed-over from Colusa SO (Vallejo's input frequency is the same as Colusa's output frequency). No wonder they were in a hurry to dump the old system...

Looking at the Agenda Packet for 9-4-20 Operations Committee Meetings | East Bay Regional Communications System Authority (EBRCA) they talking about encrypting its main channels it's on page 6,

"Receive an Update on Encryption
Director McCarthy stated that the DOJ had put out a notice that they were asking the Authority to
encrypt its main channels. He is waiting for more communication from the DOJ and is getting quotes
from Motorola on encryption."

California DOJ is pushing for encryption of all law enforcement traffic. We might want to start thread in the statewide forum about it. The days of scanning LE could be numbered...

New requirement has all CLETS traffic to be encrypted (AES256 no less for grant $$$). Intentions need to be filed by December. A bunch of small departments are scrambling to get this done. Even the analog only ones.

Nevermind, looks like there's already a thread about it:
