Correct. If both the principals of a Harris' reseller are indicted, then convicted for bribing a government official to buy their product, they should drop them like used toilet paper. DWC touts it on their website. VIA did NOT do an RFP to my knowledge; instead they did an upgrade in place with DWC.
San Antonio tried to do that with the current system until Bexar County found out that DWC had provided an unsolicited proposal that essentially kicked the “P25 can” down a few years while doing an in place upgrade. Had the City done so, they would have all but guaranteed DWC keep the business. But because the County objected so feverishly and made a big stink over it within political circles, the City dropped the idea (but not really) and proceeded with the RFP. But what the City did do was require that vendors submit an “alternative” proposal that basically did the same thing that DWC has proposed - delay P25 upgrade, add coverage and replace radios. The group tasked with reviewing the proposals spent 6 months documenting why that was such a bad idea; luckily the executives agreed and the focus turned to fully replacing the system. But the animus towards Motorola was evident. And guess what, Motorola didn’t get the bid. Kinda like Salazar’s campaign for Axon body cameras that he finally got at great taxpayer funding waste.
