Not until they go to trial. Different juries can reach different verdicts on the same set of facts. That's why many times one side or the other will insist on separate trials. They then are free to play one defendant off on another. All the defense has to do is put reasonable doubt into the mind of one juror.

So does that not make the owners and salesman of the radio company just as guilty?

Well I do not care but the fact is
#1 A Radio Shop Bribed a Public Official
#2 A Public Official took a bribe from a Radio Shop
#3 Both should be put behind bars for several years
#4 The bid should be thrown out and new bids be done and the Guilty Radio Shop not allowed to bid.

Where is Barry Cooper when you need him? Well, he is in a South American country. I suppose he felt he needed to leave after the heat came down on him.

I believe he showed why some agencies hide their transmissions from the general public.

So if a 5 million dollar upgrade is worth $175,000 in bribes to a single individual in San Angelo, how much do you think a 100+ million dollar system like San Antonio or a smaller one like Corpus Christi is worth? LCRA? When leaders are pushing this crap against the wishes of the people that will be stuck using it, it begins to smell like a porta-potty on an August afternoon. I can't wait to see where the forensic audits lead the FBI. I'm sure some folks in SA will have their retirements cut short.

Since you can't have a bribe without a briber, I would imagine an indictment is coming for Richard Wells or his executives.

LE usually gets sent to a separate facility for security reasons. It would also be interesting to see where they send him after classification.

His first stop is the federal BOP classification center in Grand Prairie. BOP: Designations

After that, they'll send him where ever they decide based on what classification determines.

Inmates are designated/re-designated to institutions based on:
  • the level of security and staff supervision the inmate requires,
  • the level of security and staff supervision the institution provides,
  • the medical classification care level of the inmate and the care level of the institution,
  • the inmate's program needs (e.g., substance abuse treatment, educational/vocational training, individual and/or group counseling, medical/mental health treatment), and
  • various administrative factors (e.g., institution bed space capacity; the inmate's release residence; judicial recommendations; separation needs; and security measures needed to ensure protection of victims, witnesses, and the general public).
Once he's sent somewhere, you can use the BOP inmate locator to see where he ended up.
