Heard Cleveland System testing this AM (8/22/12) between 10:15AM-10:30 AM while driving on Caves Rd in Western Geauga County. Participants were discussing further testing at hospitals and they are going to do an early morning test at Metro General on Thursday morning. The radios sounded like I was sitting right next to them on my PSR500. Loud, clear with great modulation. They were using TG ID #2
Earlier they were using two teams, one on TG1 and the other on TG2. Doing two hospitals at a time.
They broke for lunch at 10:30am and came back just after 11:00am.
TG1 at 11:13 was at Fairview, they had considerable coms issues.
TG2 at 11:10 was at Euclid hospital, again they had considerable issue's with coms.
Note: Having issues with coms at a hospital isn't unexpected. Large buildings, with sheilded rooms (Radiology, MR and Nuclear) plus large numbers of various electronic devices.
A short test was done at Metro (1:30pm to 1:50pm) on TG2. I was surprised by the poor performance. The testing was done around the ER, from the outside entrance up to the Heliport pad. The only clear coms came from outside of the building.
Two reasons why I was surprised by the poor results.
First there are two Cleveland P25 towers very close to Metro. A tower at West 3rd and the Schaaf road tower. Both towers have clear line of site and Metro sits right between the two. The Schaaf tower is roughly 2-3 miles as the crow flies, you can see Metro from ground while walking on Schaaf road.
Second reason I was surprised. I had monitored the early testing that the Cuyahoga MARCS P25 700Mhz had done at Metro. The test took place during the Phase 1 setups. Only the eastside towers were working, the closest was Warrensville 8-10 miles away. The techs were very happy with the results, commenting that it was considerably better than the results from the MARCS Moto II 800Mhz system. They were especially pleased by the results in ER and Radiology. The testing was done all through Metro facilities. To be fair there were some failures, like the underground tunnels. When the downtown Justice Center tower for the P25 700Mhz came on line they retested Metro. With additional improvements noted.
Summary: MARCS P25 700Mhz works at Metro from inside of the ER and Radiology departments. The first test for Cleveland P25, no luck from from inside ER or other departments (don't know if Radiology was tested, once the tech went inside of Metro mostly silence a little garble). Even thought it's an early first test, I am curious about the performance.
Different sites, different coverage, in addition to the fact that MARCS is using 700 MHz and Cleveland is using 800 MHz. With a frequency difference of around 100 MHz there will be differences in propagation.

Testing at Cleveland schools for the next two weeks. Where possible testing will take place after school hours.
That doesn't seem to make sense, as testing should be done during school hours. Especially as you'd want testing to be as "real world" as possible. It's a stretch, but you'd want to see if there's anything they use in the school day that would cause system interference. Perhaps the radios used by security, buses, student and faculty mobile phone use, etc...again huge stretch, but senseless to wait until after school.
In the simplest of terms it comes down to getting access to all areas of the school and next minimizing the disruption of classes and school personel.
FYI: You just can't walk into a boiler room, electrical room someone has to show you around and unlock the doors. You don't want (men) techs wondering around womens locker rooms while they are in use. The list goes on.
