Have you installed the software on your computer & updated the software & the database?

Also make sure you have the service types turned on for what you want to listen to.

The only thing I can think of, assuming you did everything right with updating & uploading, is that Franklin co nty is using a non-monitorable system or its encrypted. Have you checked your state's database here on RR? I ask because it may explain a lot. Also what do you want to listen to? Law? Fire, EMS? If you are hearing the SP you should get all law in your zip area, what is your range set to? Default is 30 miles away... but if its 31 or more it won't put Franklin in your list. Range maxes at 50 but its really determined by your antenna & location (geography, environment, etc)

First step is to update the database in Sentinel, then send it to the scanner. Then try again. I haven't seen that you have tried that yet.

Uploading from RR to the scanner is the first line of what you said you did.

Next, check to make sure all the service types are on.

Also check to make sure the range is high enough to cover the area you want to hear.

I uploaded sentinel using the usb cable from the computer to the unit, I was not aware I could download from this site, how do I do that or am I misunderstanding something. Ive had scanners since 1974 but this is my first digital scanner, I chose it because of the simplicity that was adverstised. Thanks for the help

You're not understanding that the database you update comes from RR via Uniden.
So, if it's on RR, and it's monitorable, it's in the Sentinel database.

Franklin County is listed as a five site, VHF, P25 simulcast system. Your scanner may be experiencing simulcast distortion. Have you tried moving the scanner to different locations?

Yes I have done everything but get a 800mgz antenna, if that don't work I give up, thanks
Since the system you are trying to hear is Vhf-high, an 800MHz antenna would not be the best choice. You would be better served with one that was more useful on Vhf, such as this one.
Diamond RH789 SRH789 Antenna

That antenna is available with an SMA mount (the SRH789), which will connect to your HP-1 without an SMA->BNC adapter. It has a swivel base, so that you can connect the antenna, then extend it upright. It has markings showing how far to extend it for various bands you wish to monitor. I used this antenna on my HP-1 when I spent a month in the hospital in 2013. Worked very well for the wide range of systems here in the DFW Metro area.
