That would be me. I picked up some traffic the other day, some of which originated from downtown Smethport. Curiosity got the best of me so I took a trip today to Sweden Valley so I could monitor L448-2 which showed sites 3 and 10 as neighbors. So I also tried 462.0875 and took a screenshot. Unfortunately there was no traffic but it did show Sites 2 and 10 as neighbors. So it would seem that Smethport is L448-3.

Because there wasn't any other LCN's to compare with the license I'll probably not submit if. I do, however, have enough to submit Coudersport.

Please do submit Coudersport. And although it does seem like you'd be correct about Smethport, I'd agree that you really shouldn't submit it without more information given that there are three sites in the WPA portion with 462.0875 on the license.

I did some updating of the Map and Google Sheet.

Even though it's a little far away, I'm thinking it's going to be Chulsky (Northumberland) on WPNZ408. 717 (463.95) is a freq on that site.

Otherwise, it could be Treverton (Northumberland) on WPNZ409 / WPFB718. Historically that is site 264-28. But I suppose it could have changed to 448-15.

So, one of the two, in Northumberland.
