It starts, & tells me my current version on the computer is 3 & the current version on the update site is -1.
If I try to update I get “Update Failed….. The update was unable to create the file on your computer used to store the update. This file is normally downloaded to the iScan folder located in you’re my Documents Folder.”
Try the library update again. There was an upload problem with last night's update.
However the agency in question is still out of date compared with the RR data base.
Is the a way to confirm what data base is on the SD card?

What agency, exactly, is out of date? The version 11 DB files contain exactly what the RR DB contained (or, at least, reported via the web services API) as of yesterday afternoon.

The RR data base is correct & it has all my recent updates that I submitted back in Oct or Nov.
#11 does not contain the updates I submitted.
Comparing the RRDB (web view from "Database" link) to version 11 of the iSCAN's library, "San Mateo County Fire Service", "Fire & EMS" seems to contain all 26 conventional channels. A cursory examination seems to indicate that the alpha tags, frequencies, and CTCSS tones match.
Is this not what I should be looking at? (I don't see any other fire-related data in the web version of the RRDB).
EDIT: if you can point me directly to a RRDB web page that contains the information, and point out specificaly what information on that page is not current in the iSCAN's database, it would help.
If you're not worried about loosing what's on the card, reformat it. Uninstall the software, delete all related folders, and start from scratch. That will fix the problem.

Comes out on my iScan as the old freq and PL of 156.105 123.0
I just looked at the iSCAN's version 11 DB in two places:
1. Within the PC software
2. By importing "North Command" via the scanner's "Browse Library" process
Both give me 151.085000 MHz, CTCSS 123.0, alpha tag "Command 31"
On the SD Card (within a PC), look at the contents of the directory "DB". Make sure the file "RRDB_VER.BIN" has a time/date stamp comparable to the RRDB_011.xxx files.

Yes. Sorry I left it of the list.
That (RRDB_VER.BIN time/date matches 011 files) means the scanner should be reading those 011 files, ignoring the 003 files. I'd recommend deleting the RRDB_003.nnn files from the SD Card (they're just taking up space). The "Library Update" process, including copying to the SD Card within the PC software, should've deleted those files if you are running a current version of the PC software.
How / where are you determining that the frequency imported for "North Command" / "Command 31" is incorrect? I am not able to duplicate your results here - it all seems to match what appears on the RR DB web pages.
I think I see what's going on...
You had imported, using library version 3, some channels that were subsequently updated in the RR DB. You're then re-importing the same channels, but the frequency data isn't changing in the scanner.
The scanner isn't deleting the old (previously imported) channels - it's merely updating their playlist membership based on your selections in the import process.
You'll need to put the SD Card into a PC, run the PC software, and delete the channels. Then you can re-import (either on the PC or on the scanner) the updated version 11 data.
