Has anyone heard traffic on the ISP North and South Dispatch channels for Troop 15 recently? Have they switched to Troop 3 already for dispatch? It appears that pretty much everything for T-15 except the Patrol channels is encrypted.

Heard a pursuit last night that started in McLean County and ended in Logan County. The Troop 5 dispatcher several times referred to the pursuit "being on Priority" and seemed to accidentally refer to it as "ISPERN" several times. Toop 6 got involved and the dispatcher did the same thing - Refer to "Priority" and "ISPERN" seemingly interchangeably. Is this a statewide thing now? "ISPERN" is now "Priority"?

Yes, I've heard both mentioned in regards to ISPERN on Troop 3 and some of the suburbs that have access to Starcom.

Troop 15 is still active on the North and South talkgroups as in the past. The only difference is, they're going between Phase 1 and Phase 2 on both North and South. T-15 Central is being used for traffic details, and is also Phase 2.

Heard Troop 5 again tonight in Ottawa. They were working something with units from Troop 7 and told the units to switch to "Troop 7 Priority" for what they were working. The same dispatcher earlier put out a couple of broadcasts that started with "ISPERN units, Troop 5 ...". A couple of weeks ago here in Troop 2, LaSalle County SO was pursuing a vehicle and were asked by their dispatch if they wanted "to switch to ISPERN" as well as ISP and SO dispatchers discussing "ISPERN" with each other on Point-to-Point :)

Forgive me for being a little stupid and asking a stupid question here. I'm just on the border of Illinois with Gallitian County but I have Troop 10 programed into my Bearcat BCD436HP. But my question is, Don't all the radios used on STARCOM21 supposed to be OTR programmable or do they all have to be "touched" to be programmed? Just a curious question.

It is my understanding some programing can be accomplished over the air. The programing required for the changes involved from going from Numerous Districts to fewer Troops involves the whole State. The Starcom ISP/DNR/SOS radios are programed for operation in the entire state. The Starcom radios have a template showing how to navigate to the various Zones (banks of Talk Groups). I could see the viability of making small changes on frequencies for one tower or a couple of talk groups over the air.

This change to Starcom ISP/DNR/SOS users is a complete system update and very involved affecting system allocation, site voting and TG priority. When I was a StarCom user there were up to 16 Talk Groups per zone and ten to fifteen zones. Some zones were allocated for InterOp TG’s and different divisions and agencies. Since ISP handle DNR Conservation Officers and SOS Officers their radios will need to be updated as well as ISP and possibly Federal Agencies in Multi Agency Task Force.

The Tollway Radio Man performing a "signal check and ID" this after noon on RID 1105836 and Oak Brook acknowledged 3-802, which is new. Never head 3-8xx series radio signatures used prior on Troop 3. Troop 15 is receiving new Troop 3 radio signatures when the changeover takes place it would appear.

Also want to add, Troop 15 North, South as well as Maintenance 2002 has been in Phase 1 for the past few days consistently.

Taking a guess here, maybe the new RIDs for the current Troop 15 units will match that of the rest of ISP, i.e., the last four digits would match their badge number.

Yes. Some months ago as they went 10-41, they were asked to confirm their ID's when the new computer system went in service.

15-171 (Car 171) is showing a radio ID of 1006485 this morning while patrolling the tollway this morning. I'll assume that radio reprogramming will be taking place after the changeover so might be a mix of old and new for awhile so keep those pens and papers handy!

What remains to be seen is what talkgroups will be utilized. Since Chicago has been heard on TGID 9098/9099 in the past, they do have access at the dispatch consoles and the possibility of remaining on these channels with a new channel name?
We'll know more in the coming days.

Be prepared for confusion in Troop 3 in the coming days ;)

We got this! 😁 3-279-3-399 were unused until today.
They're "slotting in" by seniority to make room for Troop 15 troopers would be my guess.

I think you're on to something about the Dist. 15 units ;) Heard the former 15-175 (RID 15175/16175) go 10-41 as "3-249" on Troop 3 Southwest and say that his "portable still has a District 15 ID"
