has anyone in Southeast Kansas been heard 2513 TG not sure who it is ?

Found this a while back - have an answer. Sounds like an unmonitored Car to Car for Cherokee Co - based on the, uh, informal nature of the comms.

Do the KS folk have a protocol for submitting TG's?

This argument is bunk in my opinion. The online scanner feeds typically have a buffering delay of anywhere from 10 to 40 seconds (depending on connection speeds), and therefore making it hard to really listen to stuff online in true real-time.

And again, I feel like agencies, particularly police departments and sheriff's offices are hiding behind encryption to mask their accountability to the public. If anything is truly so sensitive that it can't be said over a radio for everyone to hear, then it needs to be said over a cell phone or face-to-face.

There is absolutely no reason to encrypt normal dispatching traffic, unless you're the Secret Service.

I agree with that 100% there either hiding behind it or there doing it Just to Tick off Good People that is trying to Help them..

I think what you're hearing is "OZ three zero". This seems to be net control for the Kansas National Guard net on KSICS. Other OZ units are probably local armories. Occasionally you'll hear a "TIN MAN" callsign and there are numerous mobiles and air-mobiles with "SUNFLOWER" callsigns. They seem partial to these Wizard of Oz identifiers. I don't think they have anything special to do with hams, although they do maintain a nice weather net during storms. Occasionally there is a roll call of all stations on the net, but I neglected to write down the day and time last time I heard one.

It is called the JOC (Joint Operations Center). They are open 24/7 and alot of us use that channel for IMT and other response operations. For the most part they do blind broadcasts but once in awhile when there is damage or significant information to pass on, you hear the field units reporting it.

I've been listening for about 30 minutes. I have heard a few KHP transmissions and Cowley County EOC checking their radios, but that is it. Most of the KHP was Troop C. One was troop F. I still hear the usual CC sound on both the Hutchinson and Partridge towers. I am hearing traffic on the old analog frequency for the Reno County Sheriff. The voices are weak though.

Edit:
Just heard a medical run paged on the normal EMS/Fire talkgroup.

If they are able to check radios but still say they are having issues they likely went into site trunking mode. If you call KHP though they deny there is any problem and try to argue that everything is fine and your radio must be broke even though every radio in your agency says it and they aren't answering their troopers.

All four my radios were on Site Trunking most of the day today while I was in Shawnee County. It came and went a couple times but for about an hour there mid-afternoon it was frustrating because we were exercising for tomorrow.

I can answer the last part of your questions. PSAP=Public Safety Answering Point aka Dispatch Center. The PSAP channels are for Dispatch centers to contact each other, or for their units with 800 radios to contact them when out of range of their local radio system. For example I hear Rice County EMS calling their Dispatch any time they make a run to Wichita when they arrive and clear from the hospitals. Yoder is the south central region backup center. It is the Hutch Community College dispatch training lab, serves as the backup for Reno County Dispatch and also serves as a backup for the 19 counties of SC region. If they go down or have to evacuate (or like Greensburg, get destroyed) their calls can be transferred there and dispatchers from the area respond to answer the phones and relay info back to the affected county via the Yoder talkgroup. PSAP channels work statewide. The reason you are hearing Allen County on SE1 PSAP from Salina is that someone up there has a radio set on SE1 PSAP so it is picking it up (likely during the weekly roll calls they do on the PSAP and EOC channels).

I heard Activity on PSAP (( 2051 )) several Times between Reno Co. Dispatch and the Hutch State During the Fair it was indeed interesting..

Anyone heard any activity on the Ellis County TGs yet? Last time I went through town, activity on their old analog system was significantly lower than what I'm used to hearing. Didn't catch anything two weeks back when I was driving down by Larned, which I can usually catch their system just barely down by K-156 and US 183, but didn't this time.

Douglas County simulcast on the air

Not sure how long this has been going on, but the system is at least partially up. RFSS=02, Site=46, CC=852.2625. I show some activity on TG=4745, 4767, just range testing for now. No regular KSICS traffic of any kind. Thought someone might find this interesting...

Interesting article from the Wichita Eagle concerning KSICS and SG county's Cassidian system. Well worth a few minutes of your time.

Sedgwick County not part of Motorola emergency radio system | Wichita Eagle

Interesting but hardly accurate. Obviously written by someone (a Washington DC "reporter," not local) with a strong dislike for Motorola, and many inaccuracies. There was a local side story, which again mentioned that Sedgwick County went with their own system because the state is charging users on the system, which simply isn't true. Yes, it was proposed, but it was quickly shot down.

Ellis County has completed their shift to this system, and while their old analog system is still spitting data, no traffic has been observed on any of the talk groups for about two months.

Hays PD is 100% encrypted, while the Law dispatch seems to be in the clear. EMS to ER is encrypted for Hays Med Center as well.
