In the meantime, read your radio's manual and set it up to for Talkgroup Search to start building a list of what's out there. If you are hearing nothing, your programming is not correct.
I plugged in my RTL SDR dongle and connected it to a really big antenna really high up and when the wind blows just right (figuratively not literally--someone will comment), I can barely get this system. There are a FEW encrypted Talkgroups, most ARE NOT...as of today. Talkgroups that start with "65" are more than likely temporary patches to the old system--based on what other systems have done during switch-overs. Source ID is the Radio ID number, nothing to do with Talkgroup ID number.

1-7 - The call's priority. "4" is the default normal priority.
E - Emergency call (followed by the call's priority 1-7)
P - Encrypted call (followed by the call's priority 1-7) (also referred to as "Secure" or "Protected")
