Not wholly true. I've heard encrypted channels on the scanner. Schools, Tulsa County Sheriff SWAT, and others. Youtube: SDS100 encrypted transmissions. Its possible. I've done it. But thats all beside the point.If they are encrypted you won't hear anything on the scanner.
Just a reminder, just because there is no traffic doesn't mean TGs on a system "is no longer in use", it may be available as a backup for them.So the Tribal Law Enforcement chart associated with OKWIN that KevenC posted

My county has there own system, yet there are a set of TGs on our state system for them, but you only hear them used as a backup in case the county system goes down or if it is an out of area prisoner transport.
