There used to be a tall antenna/tower on top of the building when it was the Downsview TMC (before moving to Arrow Rd) but it was taken down a few years ago.Maybe the MTO complex at Keele/401 or the forensic building there also. They had Bell infrastructure at the Forensic building, I was the buyer for the company that did the job.

I've logged 14000, 14002 and 14003 on the Byron site.it does appear that the 14xxx GTA is used in the GTA area. I do not see is showing on the Oxford or London sites.
The Queen's Park site (145) is now transmitting the system ID as AD9 and a NAC of AD5. Not getting the signal as strongly as it was in the past, notably.
So far it looks like
213990 = Toronto
213991 = Downsview
213998 = London
213999 = Lambton?
I agree it looks like the 213xxx TG are the dispatch ID used for various areas.
Enjoi19: I think the supergroup is when several TG are patched together. Usually I see it as the first TG in the patch sequence. Locally I have seen supergroup 2020 when patrols 21-27 have been linked. I did see supergroup 2021 showing up but 213998 could not raise patrol 21. I then saw TG 2020 added to the supergroup and Patrol 21 joined in.
Based on experience, I am interpreting the system data as there is just one system with 100+ sites no more system zones like FleetNets zone1-4. The radio user then selects the radio zone. These zones are separated into regional TG's that kind of follow the old FleetNet zones.
The user then selects the TG they want and the radio affiliates with it. In theory, this would allow a user in North Bay to select a TG IE TG 2020 (Patrol 21 in southern Ontario) and be then able to use that TG in North Bay.
If we could find a Patrol coverage Map things would really be easier .

They likely have a different Radio ID for each talk group on the consoles as well.I see XLS201 (Toronto) transmit with about 4 different Radio IDs and different voices.
I suspect that at least 4 of these desks at the TMC (Traffic Management Center) have a radio console, and that each console position has a different Radio ID. It just depends who answers the radio, and who is sitting at what desk.
Kinda funny to see that they have CP24 in the middle of the traffic cam jumbo-tron.
Anyways, here is a data dump of unknown PSRN talkgroup ID's. Dates March and prior are Mississauga and Fonthill towers. Dates in April would be from Toronto and King City towers. Even if nothing was heard, radios affilliated withese talkgroups:

Looking at the Broadcastify Calls logs:rneals is correct in his interpretation of the console operation. Generally, each desk in a dispatch center will have its own RID. The operator can then select/multiselect or patch TG's. Our challenge will be to identify the dispatch center and the console in use. IE 213xxx = MTO Toronto Comcenter Desk 2.
Obviously we may not ever figure a specific desk name because there will not be one. But that may not stop us for just adding in the desk number for our own reference.
Just to give an example. This is what I have for radio IDs currently for Comm Centres in Fleetnet Zone 2. Nothing past actual desk name or whatever, but just the radio ID for each dispatch console with a Radio ID. This should give everyone an idea what to look for when searching IDs of this nature. I have 1000s of others in my ID list of stuff from all over eastern ontario. Nowhere near complete, but there's lots more in there.rneals is correct in his interpretation of the console operation.
