Loading the Uniden serial drivers

Looking at the Uniden twiki pages for loading the P2 serial driver for their cables (and likely the same instructions for the HP series scanners), I am pretty sure that the instructions are quite out of date, especially since Win11 is gaining more and more of a foothold. To that end, if someone would write up how to load the drivers in Win10 and Win11, I'll distribute them into our wiki. This would help folks that got these scanners but are having troubles with figuring out how to install them.
