Gentlemen...we would like to get the database updated. If they are running the new system in the clear, get those talk groups alpha-tagged. In other words, which one is Doral, which is Cutler Ridge dispatch, etc.

Unfortunately this Simulcast system they run is almost impossible to monitor even if its in the clear with todays scanners since they use discriminator taps.

Technically they dont even have to go encryption, scanners today can monitor them anyhow :)

News media meets with Miami-Dade PD about radio switch.

I had the opportunity to attend a meeting hosted by the MDPD at their new dispatch center in western Dade County. As you would expect most in attendance from the media were up in arms over the changes to the radio system that would leave them out in the cold, much like scanner enthusiasts in S. Fla. A proposal is in place that would allow the various media outlets to purchase new police radios programmed by the local Harris office with the Headquarters talk group only. In this way the media can monitor the majority of emergency dispatches that go out county-wide. There is a vetting process in place and the PD will require yearly check-ups to make sure the radios have not been tampered with. A (MOU) memorandum of understanding is being created that must be signed-off by all parties. More to follow.

Could an argument be made that the media should be able to hear Police Dispatch to know what's happening in a real time basis to make news decisions ? A Headquarters unit channel would be quite helpful, but it wouldn't give an assignment desk an idea on what's happening in a patrol district at any given time. Plus, the info on the Headquarters unit channel might be a few minutes old, compared to a real time between officer and dispatch (escorting an ambulance to hospital, foot pursuit)

I've done some research on this for work, and it's something that has been done before by other services with success. Memphis Police and the media had to draw up an MOU for a trunked radio service. See the link below. There is also an article about police service in Connecticut doing the same thing.

http://forums.radioreference.com/general-scanning-discussion/216636-police-scanner-encryption.html

Also, in this report listed below, you will find examples of other services that did something similar when they went digital P25 or P16

STRIKING A BALANCE - AN INQUIRY INTO MEDIA ACCESS TO POLICE RADIO COMMUNICATIONS - Queensland Police Service

Hope this helps, and I hope you get dispatch too

The funny thing is all this encryption wont do much to actually stop the professional criminals who hire TSCM guys to keep an eye out for police activity and surveillance.

The halfwits which compose 99% of the criminal base would not even know how to operate a scanner to begin with.

Miami Dade Police Radio discussion

The MDPD dispatches calls using a priority system of 1's,2's and 3's. A 3 being the highest degree proceeding the numeric code would indicate an emergency, ie "314: Plane crash, bomb threat, chase, shooting, robbery, etc. The Headquarters dispatcher normally collects control of the various districts that might be impacted and hails all while dispatching the specific call. If there is a need to continue carrying the call on HQ, for example, a chase that proceeds from Cutler Ridge to Hammocks to Doral to Hialeah would hail on all talkgroups to aide in pursuit coordination. Granted it is a limited offering by the PD, but it is better than the alternative. It would also be a real time dispatch in the majority of the cases. More to follow.

Many cities in US are switching to encryption it is worse in Canada where all police switching to new radio system have gone full time encryption. In the UK so bad that all fire, police and EMS are full time encryption.

Most places in Northern Florida are full time encryption. Now Miami and areas around Miami are doing the same thing.

Fort Lauderdale and Palm Beach will probably do the same thing.

It is better of time before all of Florida is like that.

So Now What?

I live in Palm Beach County and yes they are in the planning stages now of making the switch via an upgraded system. I would like to see RadioReference post more frequencies of other non-public safety channels so we have more options once all of these channels go away and we are stuck with basically a Brick. So what types of comms do you all plan to listen to now that the PD is dark?

I just checked the database and I see no new system being tested for Palm Beach County? It is just plans they will be getting new radio system soon? If so than you will probably only have year or two to hear them before the new radio system.

What he means is the town of West Palm Beach just announced they will be going to a Harris Encrypted P25 system. It will be a couple of years before it's up & running.

County Commission NOT HAPPY

Major policy discussion on Miami-Dade's P25 going on right now at Public Safety Committee. If conditions don't improve with the system right away MDPD will be going back to EDACS until a solution is found. Encryption will be removed for all except SRT.
