I was away on the 13th but here is what the radio recorded for me. Sounds like the F-22's (MADDOG's) were up around that time, but judging by the signal strength, they were further down south maybe in W-386.

From the LiveATC archives, MADDOG 1 (x3) was working in W386 but they landed back in KLFI around 11:30 EST, well before the "event" reported around 1400. On the next wave I counted 12 Langley F-22s, GRITTY, JEDI, MIDAS, BIKER, RISKY, MAITAI all flights of 2, working in W386 from around 1230 to 1330. However they had all landed back in KLFI by 1345 and there was no other flights after that up to 1500. So not likely the Langley F-22s were the culprits either.
The Navy said it was them out of PAX River/KNHK in the Atlantic Test Track. After the Langley F-22s landed it was pretty quiet on the GK frequencies. If there was something working the Test Track you would think you could have heard them passing through the GK frequencies ? As far as I can tell the Atlantic Test Track is controlled by Echo Control on 320.450. Not on your scanner (based on the list you posted).
There doesn't appear to be any LiveATC coverage for flights between PAX River/KNHK and the Test Track. Anyone know what the frequency chain would look like from KNHK to the Test Track ?
I'm guessing (?) Patuxant Departure 250.300 -> Bay Watch ? -> ZDC 236.800 -> GK 238.100/249.800 -> Echo Control 320.450
