This is true. But I think the point being made is how slow the VIPER rollout is in the western part of the state. IIRC, there aren't that many sites expected to be added out in the far reaches of the state. So they might already have all the coverage they're going to get. It looks like we'll just have to wait and see if it's VIPER or VHF, either way an update is much overdue.
