Mystery Freq 451.775 heard in Westown Area Chester County

My friend hears activities on a repeater freq of 451.775 in or around Westown Chester County. Can anybody ID this freq as user. Heard on FM in clear mode.

Your friend get a tone with that? What was discussed? I logged a brief hit from 451.775 D115 when passing through Western Delco a while back but couldn't decipher anything. DB is missing tone info for the aforementioned Aston-Beechwood frequency (now Aston Twp Fire Dept since merger with Green Ridge a number of years ago) so I'm wondering if this could be it...
