Police and Fire just purchased APX NXT radios. I noticed their codeplugs now have additional talkgroups for NAPD. NAPD OPS 3, NAPD OPS4, NAPD TRT, NAPD CID. Their OPS 2 talkgroup along with the new ones are reportedly encrypted.

They may not be "new" per se. They might be repurposing current TGs that never got used.
