New to scanning.....

Hello. I am new to scanning and I a apologize for my ignorance. I dug out an old RCA Scantrak RP-6120 scanner and I would like to pick up local police radio in the Kent area. I have figured out how to input frequencies but I am very confused by the "hex" and "dec" numbers that I am finding. It looks like my scanner only inputs 3 numbers, followed by a decimal then four more numbers? I have tried to search and find more info but most reads go into far to great of detail for me to understand. Can anyone help me out?

You will need a Trunking scanner like the Pro-97 to listen to the Kent Pd.

with out a trunking scanner, you can't follow conversations and can't JUST listen to kent police.
