Read Section 2.2 of The Joint Agreement for the 800MHz system where it clearly defines who the decision makers are, and what their role is. OCFCA has a seat on the governance committee. There is nothing that requires public comment or open meetings. I admire your effort and desire to effect change, but candidly you won’t get anywhere with this.

Everyone got put on notice today.

The “Orange County Fire Chief’s Association” is probably not a Joint Powers Authority like OCFA. The Sheriff’s Department released a document stating the OC Fire Chief’s Association was the one that made the decision to encrypt fire radio’s in OC. Here’s my question: If the OC Fire Chiefs Association made the decision and it’s not a JPA, when did the public get an opportunity to oppose?

The decision probably wasn’t made by your elected officials. You’re just accepting that the decision was legal.

Where is the purported transparency? Where are the meeting agendas and minutes from the OC Fire Chief’s Association? Where was it posted that such a decision was going to be made prior to this decision happening?

My belief is that the entire decision to encrypt OCFA was made by a non governmental entity and no public input was taken. I’m not a lawyer, but I don’t think the encryption decision was made legally. I’m not looking to ASK OCFA and MetroNet to decrypt. I’m looking for people that want to help organize around a decision that was potentially illegally made in a non public closed door meeting.

Yes, I know it’s a large multi year undertaking. I’m asking for your help, not your opinion. Together we can at least try to make a difference.

Back in the year 2000 or so OCSD encrypted when they switched to the 800 mhz system. Not clearly on the year but its pretty close. But they got PD to encrypt and they wanted all Fire agencies at the time to for encryption but didn't get it. So they got it this time.

Good for you guys. Years ago when I was dealing with OC Communications as a contractor, I found it to be a group of people driven by egos and attitudes, with a "good ol' boys" atmosphere and a lot of "career ham radio operators" working there, and lot of "hiring friends".

Yeah, as far as I know, the Unication G4 and G5 Trunking Pagers are the only units that can have an AES Key loaded. But you need authorization.

We all know that if you have Moto or a Unication G5 its not happening even if you have the hardware for it in the radio.

The key will never be given out. Its just a mute point for good and forever.

I got the orange PD on my xpr6550 that my friend gave me!! its NOT encrypted!!!! its an analog channel and i read the radio on my PC and my mind was blown! no tone or DCS, dont ask me for the frequency because idk if im allowed to give it out....

It's coming folks. LASD has started testing L-TACs on LA-RICS, so far sounds pretty good. There are several stations using the encrypted L-TACs on a regular basis. But still simulcasting on the analog side, for now. LASD dispatch channels will remain analog for the foreseeable future until they decide / workout the "busy tone" situation. Several "special units" have moved to LA-RICS exclusively
LADP is building out a 7/8 system (digital encrypted of course; so once thats online no more LAPD for the regular listener.

Analog does sound good on that radio. It's too bad you can't give out the frequency. I was really hoping to monitor that agency and you have sadly disappointed me.

Just to make sure there is no back and forth the goal is like what OC has done. Eventually they are chipping away to close up all gaps in California. It's just taking more time and eventually they will get to where they want to go with every city and county. Unforntuanely is the sign of the times and no turning back at this point until they get everything closed up. LASO is on the way and LAPD is working at their pace to where everybody else is. Look at the RCS system in San Diego. They switched to TDMA all in the clear and then boom now all of LE is gone in a blink of an eye.

The RCS never even made it to TDMA. All LE made the encrypted switch while old XTS phase 1 radios were still affiliating.
