PA Statewide P25 Phase 2 System

I've been waiting to see when the DCNR rangers at our local Presque Isle park would get the new P25 radios. I was there today and may have noticed a change in antennas on their vehicles. For years with OpenSky they just had a small black center-loaded antenna on each car. Today I saw they have added about a 2 foot silver antenna also on some cars. Not sure, but maybe this has to do with P25?

Could be. That antenna length would be about right for a quarter wavelength antenna used on the P25 VHF frequencies (153 MHz or so.)

I just heard game commission traffic here in Monroe County. Not sure what site it originated from, but I monitor Mt Pocono, Stroudsburg, Dingmans Ferry and Albrightsville. They were assisting PSP with a man barricaded in his house.

I copied a radio check on a new talkgroup, 12152 on Site 75 (Devault, Chester County). Sounds like my or their radio broke up on the first transmission as the only identifiable info I was able to copy was "Delaware Valley" Audio clip here

Update: wiki has it as possibly being National Guard, looks like it was previously heard encrypted on another site last year

  • State Police (PSP) (TG's 10001-11000?) PSP still utilizes VHF as a back up option to the OpenSky system
  • Transportation (PennDOT) (TG's 11001-11930)
  • Game Commission (PGC) (TG's 12001-12099?) PGC is in the process of migrating to the PA-STARNET system for dispatch and operations. Lowband is still being utilized in some regions. WCO's also continue to operate on county radio systems in some areas
  • Legislative House Security (TG's 12100?-12109?)
  • Fish and Boat Commission (PFBC) (TG's 12110?-12120?) Some WCO's have been issued OpenSky equipment. However, most WCO's continue to operate on county systems and/or PFBC lowband equipment
  • Legislative Senate Security (TG's 12121?-12129?)
  • General Services (DGS) / Capitol Police (TG's 12130-12139?), (TG's 12140?-12150?)
  • Emergency Management Agency (PEMA) (TG's 12301?-12600?) PEMA maintains a deployable cache of portable equipment on both UHF and VHF
  • Conservation & Natural Resources (DCNR) (TG's 12601?-12750?) VHF system linked to PA-STARNet
  • Turnpike Commission (PTC) (TG's 12825?-12850?) Comms are still primarily on their VHF network
  • Health (DOH) (TG's 13081?-13190?)
  • Environmental Protection (DEP) (TG's 13401-13450?) Some bureaus and offices still use the DCNR VHF network

Well, that’s annoying. I am not copying any of this traffic from the Philly or Devault sites. The only thing my recorder keeps grabbing is PGC, even with wildcard enabled. Hmmm....

o perhaps the "Delaware Valley" they were referring to in my above capture was Delaware Valley Veterans Home? UID's seem to match the scheme hundeesport mentioned:

So I played the RID recording back and RID 1130101 is Delaware Valley Veteran Center. The TG 12152 seems to be a Statewide TG. Maybe each Center has their own, we will have to wait and see.

Some interesting chatter from TG-13403, Environmental Protection SE region on Site 75 moments ago.

Did this sound like some sort of conference call ? I had what sounded like a conference call on PennDot 11651. The audio was terrible, extremely low and garbled. Lasted ~30 minutes

Test transmission heard this afternoon about 5:37 on TG 10089 Global Tac 11 on Site 82 (Willow Grove MONY02). No idea where it originated from. Only audio was reference to this being a test and counting. Repeated several times as time went on.
