Poor reception with programmed site

Hello.

I have a BCD996T with a discriminator tap. It's worked great for years. Easily my favorite scanner!

I'm working with a US Dept. of Defense P25 site. I programmed it myself, but I also downloaded the site data from RR just to be sure.

When scanning, the quality of the signal is pretty poor. When I HOLD on the CC, I hear a noticeable hiss overlayed onto the CC noise. I'm listening to the discriminator output via Unitrunker and it reports fluctuating health between 15 and 45.

However, when I do a Quick Search and just manually enter the control channel frequency of 380.0750, I receive the signal clear as a bell. No hiss, and Unitrunker reports health of 100.

For the site:

Modulation: Auto (Though I've tried both NFM and FM options)
Attenuator: OFF (but I've tried ON as well)
Adjust P25 Level: I've played with this with no effect. Right now it's at default.

Summary:

* HOLD on CC while scanning programmed P25 system: hiss, poor quality

* Quick search manually entered CC frequency: no hiss, excellent quality



What am I doing wrong?
