you listed talkgroups, these are the frequencies.
there are two towers, so pick the one closest to you.
and next you will have to know how to set up a trunkied system
so here is the radio shack manual

and here is the easy to read manual

OP....you might find it easier using programming software. I use Butel's ARC500 Pro on my 197. There are other packages as well.

Also the ones listed a DE are full time encrypted and no scanner can decode the audio on these encrypted talkgroups.

Make sure you assign the frequencies, talkgroups to a scanlist otherwise you'll end up with a heap error and likely would need to reset the scanner. If you have a windows computer, install software will make life easier too.

Different radio, but programs the same way.

Under MODE if it’s D or T it’s in the clear, T/Te cannot be monitored on the 197 since its a phase I scanner and not Phase II - T,
De or Te sometimes clear, sometimes encrypted, DE or TE is always encrypted.

It is far faster and easier to use programming software. I use Butel ARC500 Basic to program my PRO-197. You can also use PSREdit500. Both have a free trial period to determine which one you like better. Do you have a programming cable? Using software, we will be able to look at your files to check for any programming errors.

Since you are having problems, I would be very happy to create a programming file for you. If you purchase software and a cable, I can attach the file here for you to upload it to the scanner and you will be in business. You will be able to see how it is done. With software, everything is available at a glance, not buried in scanner menus. You don't need to enter a 2-digit code for each character in alpha tags. It can be done directly from the computer keyboard. The alpha tags will all be done already in the file I attach.
