Does your Pro-164 pick up weather from the same location? The only thing I would have left to suggest is playing with the squelch and maybe even running the scanner through all the frequencies in TUNE mode (you would need to release the Pause using the PSE button), though I would imagine you've already done that quite a bit by now.
It would sound like you're not receiving anything in general. I know some of the comments about the PSR-500/Pro-106/Pro-651 family of scanners is a poor quality BNC connector that sometimes breaks internally, but I don't think I've ever heard of one being defective out of the box.
It would be unfortunate if that were the case and is unfortunate that they don't have a replacement available.
If you go to radio Shack web site and check in store availability it shows 4 stores within 10miles of your city that have the scanner in stock. If you still have the receipt any of those stores should be able to swamp you a new scanner.

Your file looks ok. But you really only need the first site, or the closest one to you for the CC frequencies.
But, I do believe that you got a bad scanner. Take it back and exchange it. I don't think it will do any good to swamp it Gators might not give it back.

Take the rear cover off and check the contacts of the BNC connector.
I know that's probably pretty simple but I'm a chicken. I just bought it two days ago. Knowing me, I'd muck something up worse. They are going to exchange it with one from another store. Keeping my fingers crossed that one works ok.

Did you record the Serial Number of the returned Unit? Hate to see you get the same unit back
For anyone interested. This radio isn't showing the signal strength bars at all. I've tried the stalker, search and tuning. It stopped on one channel and I got static but that's all I've been able to hear.
I truly believe you have a bad unit. Yours is not the only one that has had problems. Enough posts here to back that up. I'm looking later this month to pick up the Whistler version of the radio.
