After registering , following the directions given after paying the fee of 50 dallars , it says to go to Menu ! and add the registration number issued. The problem i am having is , were is the Menu tab ????

It's not a Tab. It says "Menu"

It's the top categories.

It sounds like you downloaded the Free Client. Download ProScan.

Yes, your scanner is listed along with all the (many) other models that Proscan 19.4 for Win 10 supports. Look at the list on the Proscan website right under the "ProScan" heading where you downloaded the software from:

Click on the Scanner Type tab at the upper left corner of the page and select BCD325P2.

How do I transfer that info into my database file ???? I am trying to follow the info in the proscan 19.4 manual but it is ver ambiguous. Please explain would appreciate that very much. You shouldn't see any rows after clicking on New unless an older scanner type is selected such as a 780, 785, and other non DMA scanner types.
Go back to the Scanner Type in the menu and verify that the BCD325P2 is selected.

Click on Upload to Scanner to load the file into the scanner.

Very good now after clicking upload to scanner I see a box popped up in the middle of my page and says upload to scanner at the top. in that box there aresome selections do I select any of the options or just click upload at bottom of the box ???

After you click on New then type in a name for the new file then click Save. At this point, you want to add systems. Since you are a premium subscriber, you can import from the RRDB. Go to the Database menu then click on Import then RadioReference Web.. See if you can take it from there.
The existing text documents are for the logging functions and are not database files. You can view any text document by right clicking the file then choose "Open With..." then pick a text editor.

Thanks for the help , just one more question, when uploading information from my scanner the BCD 325P2, Into the ProScan software , do I just click the upload tab in the software and it will show up in the open database box in front of me? And then I could edit it and send it back to the radio?

A little clarification: You Upload to Scanner to write files from ProScan into the scanner. You Download from Scanner to read files in the scanner and load into ProScan.

Yes , okay I guess what my question should be is can I download from scanner to the software ? So I can see it in front of me , then edit and then upload to scanner?

Yes! You can Download from Scanner to see the contents of the scanner in ProScan. You can make changes to the file using ProScan and then Upload to Scanner to load the updated file back into the scanner.
