I have a PSR-800 with a bad Micro SD card.
Do I have to use a 2GB card??
I can order one but would rather have something I can pickup locally.
Would a 16gb card formatted as a 2GB work??

Any Class 10 card will work, you don't need to partition it down. A larger card will slow boot time a bit...on the other hand if you record you'll have a lot more space for that.

I have used SanDisk 4 GB cards in my 800 for years and record daily activity and still have plenty of room on the card. As DJ11DLN stated you can use 16GB without issue except for slower boot time.

CLASS 4 only, 8gb Sandisk via amazon. Not all cards play well the whistler scanners. buy 2 they are inexpensive.
