Are you referring specifically to Motorola?

For Motorola WAVE, yes.

For the other brands, yes. (ESChat, BeON, all the Chinese PTToC CCR's)

Servers are involved to route calls, authentication, etc.

Plus, there's the cost of the cellular service. Some roll that into the cost of the service, some require the user paying for that.

The end user does not need an FCC license, since that's handled by the cellular carrier.

I was looking at a Hytera for cheap. But I wonder how quickly these things become unsupported and incompatible with networks.

Cost for my wave tlk110s is 30 dollars/month, runs on Verizon sim or esim depending on model.

Cost for my Rapid Radios POC is $50 a year after the first year. It was included in the original purchase price. While they advertise “no monthly fee” it’s a yearly fee.
