I downloaded the free quick call II encoder software from http://www.ittechs4u.com/Encoder/

It asks for a 4 digit code to represent the two tones it creates. Most of the references I have found regarding Quick Call 2 encoding involves a 3 digit code. I did find one site that refers to a 4 digit capcode for qc2, but the examples of 4 digit codes they gave in the instructions caused an error in the encoder. Any help would be appreciated in how to come up with a 4 digit code.

Try this : http://batlabs.com/qcii.html You want the metro page centracom method on that page. Warning about this software it only has a certain amount of cap code combinations for instance reed group 4+ 4 , if you need to mix and match 4+5 your out of luck as he made it to fit his local department.
Spend the extra amount for Comtekk tone generator( you get plectron, reach and GE tones too)
