Astronomers find it baffling because they have become statisticians. So anything that is non-linear and unpredictable based on prior data is an anomaly. There has been several three year minima between the 11year solar cycles several times during this century, but not since the space age began. Some of the sunspots counted during this minima would probably not be detected on earth by the instruments of the previous century. This makes comparing todays numbers with those in the 17th and 18th century difficult. Should the lack of sunspots continue for another couple of years, perhaps a Dalton length minima would be in the making. Solar minima have coincided with colder weather in the past and it hard for me to accept that they are totally unrelated. The next few years might shed some light on this subject.
